Tonali, 20, has made 89 appearances for Brescia, who were relegated in July, and scored seven goals.
The 20-year-old has joined for an initial loan fee of £9million, with the option to buy him outright for £14m next summer in a deal that could rise to £32m, according to Goal.

He made his senior Italy debut last October and has three international caps.

Tonali attracted interest from Barcelona and Manchester United after consistently impressing for struggling Brescia.
Huge things are expected of Tonali in his homeland, with the player repeatedly compared against the iconic Andrea Pirlo.
Tonali previously looked set for a move to Milan's bitter rivals Inter but turned them down once he was made aware of the Rossoneri's interest.
